It depends on who the car's owner is. If it's his wife I think she has a valid claim. Well, the man suing himself also sounds logical to me...LOL. That gives me another "Idea"! Can you sue your professor for getting an F or doing badly in a course which ultimately damages your GPA? ... :)
I'm not a lawyer, but I think this guy might have a case against the city. They own the vehicle and are responsible for the actions of their employees. Of course, the city is probably going to fire him for being a jackass, but it's worth a shot.
